no way to change details for download file

Bug Description
After putting up a file for download, there is no way to change the details. Such as the description, or the content type.
The current workaround seems to be to delete the download and re-upload it with a new description.

I can confirm this bug. There's no visible link that says 'edit details' for a download file.
