Adding an upstream task when there is already a relevant bug watch requires the user to know the upsream bug url

Bug Description

We infer bug watches from comments and add them to the bug. When adding a additional task, we currently just ask the person for a URL. We could offer instead a set of radiobuttons (ideally reusing the widget that we use in the edit-bugtask form) when watches already existed.

We could also offer to make a task when someone has added a watch (even implicitly, via ajax etc)
