Can't import (vs watching) specific bugs from debbugs

Bug Description

We have a script that can create a new bug, taking the summary and description from an existing bug report in debbugs, as well as linking to the bug in debbugs.

It should be possible to request a number of debbugs bugs to be imported this way into Ubuntu via the web UI.

Seems like a partial-dupe / overlap with the 'cannot sync all bugs with $tracker' bug. I forget its number.
