Bug Description
Currently, LP: nnnnn syntax closes a bug report when used in the changelog. At times, it's desirable to instead have it just notify a bug report. For example, if I am uncertain if an upload definitely closes a bug, or I need to upload multiple related changes to address a bug, I would like a way to simply notify the bug report (and hence all subscribers) that I've made progress with respect to the bug, but have not actually fixed it yet. Maybe like Related: LP #nnnnn or similar syntax?
