launchpad does not help distributions generate package metadata from upstreams

Bug Description
It would be nice if projects can maintain the description of their software which will be used as package description in distributions like Ubuntu. Also, the Changelog could be maintained here. This could create more consistency amongst different distributions, it would reduce duplicate work in different distributions, and it would allow the projects themselves to participate in this (which would spread the maintenance task to more people).
Additionally it would be extremely cool (and a huge usability improvement) if this interface also can be used to submit translations of the package description and Changelog. If package managing software in distributions can present the desktop user with translated package descriptions and changelogs, this would mean a lot for usability!
PS: the Coccinella project will work on translated Changelog anyway (for the website and to be showed in the update check feature of the software), so it would not mean a lot of additional work for us. Besides that, if the translation also can be used in distribution packages, it may attract more translators to the Coccinella project as the translation is used in more places (so it is more worth). I suppose there will be more projects that already (will) have translated changelogs ready to be included...

Sometimes distributions will need to override, or add to, any description provided by the upstream project. But it would be good if the project could at least suggest changes.
