Bug Description
We recently had an outage on swift-proxy which required a rolling
restart of the librarian daemons on acamar before the Librarian
recovered.
There were actually two issues with swift-proxy:
i) it was running with too few workers
ii) while fixing (i), it failed to cleanly restart and had to be kill
-KILL'ed before it came back up
(i) had been a problem for several days so I don't think it's
pertinent but I mention it for the sake of completeness/full
disclosure.
Ideally the librarian would recover without human intervention if
swift-proxy transiently fails.
