Don't send support requests for languages without subscriber to everyone

Bug Description

When someone posts a support request in a language that has no subscribers the current behavior of Launchpad is sending it to *all* subscribers.

I think it would be better to disable this, or make it optional for each user, since probably most (or all) of the receivers won't understand it because they don't know that language.

The question is sent to all answer contacts because sometime they can do something about it:

a) It happens that people select a language and really post the question in English.
b) They might be able to find someone speaking the language.

But I agree that if this happens very often, it is not be a scalable solution.

We send questions written in unsupported languages to everyone because that is the most effective way to communicate to the answer contacts. Many answer contacts do not use the web interface, so this is the only means by which he can discover the question.

Then make it optional, but right now it's just counter-productive.

I (and I'm sure that's the case for a lot more people) am not an
answer contact because I was receiving more messages in weird
languages than in those for which I was subscribed...
