Global spec search doesn't work from launchpad.net/specs

Bug Description

To reproduce:
1. Visit https://launchpad.net/specs (I guessed this URL)
2. Type `team' into the search box to the left of `Find Blueprints' (ie the top one of the two) and hit return.
3. Observe that the resulting page (https://launchpad.net/?searchtext=team) is not a search results page at all.

I guessed the URL
 https://launchpad.net/specs?searchtext=team
and that gave me the results I was looking for. (Well, not really - I will search again - but at least the search has seemed to work.)

So searching from "launchpad.net/specs" fails, but searching from "blueprints.launchpad.net/specs" succeeds.

The bug in this case is that the /specs view is registered on the wrong domain. It should only be registered for blueprints, and a redirect to the old URL to the new URL should also be installed.
