"Change project" picker doesn't let you choose Ubuntu

Bug Description
1. Go to an Ubuntu bug report that is accidentally filed against a different project instead.
2. Click the Edit icon next to the project name.
3. Search for "ubuntu".
What happens: You get 100 results, but Ubuntu is not one of them.
What should happen: Ubuntu is the first result.
Workaround: Click the triangle next to the project name instead.
