+filebug collapses hiding error when an invalid tag is given

Bug Description
When reporting a bug, and including a tag with an invalid character such as a tilde, launchpad returns to the report bug page with collapsible 'Extra options' folded, obscuring the detailed error and leaving just "There is 1 error." as feedback for the user.
This is particularly confusing when the tag was automatically supplied by apport and the reporter of the bug has no idea any tags are involved at all, see bug 1029479 in apport and bug 1029471 for an example with unity.
Even if 'Extra options' was unfolded, the detailed error is likely to be off the bottom of the screen, and the top error box would still be a source of confusion.
There seems to be a variant when similar bugs are shown, where the whole bug form is folded, and clicking on "No, I need to report a new bug" targets past the error box, making an infinite bug report loop with no feedback about what has gone wrong unless the user scrolls upwards again.
