Well, this affects Gemeinschaft but it's not a bug in Gemeinschaft I'd say.
Does it make sense to close this bug as invalid in Gemeinschaft right away?

Not a bug in Gemeinschaft. Going to set the status to invalid.
However thanks for keeping us in the loop!
If something is wrong with the SVN server or permissions just post that
here so we can fix it.

My guess is that it fails because of merge/move/copy operations from
non-public branches.
