translations in not so ideal language-pack

Bug Description

currently translations go into language-pack-gnome-$lang-base. this isn't particularly ideal since pwquality is also used by kde plasma's user manager which then also drags in all unrelate gnome software translations. pwquality is desktop independent and it'd be really grand if its translations could be moved to the desktop independent language-packs.

I have added a classification override for the libpwquality package in langpack-o-matic. In the next language-pack update the translations should now be in the common package. This might not be instantly visible, since for devel during development we usually only update translations sporadically, usually right before release.
