landscape-config reports a red [fail] on first execution

Bug Description

The process works, but in the daemon restart attempt, a stop is attempted which fails since the daemon is not running initially. The red [fail] gives off the impression that perhaps something is wrong when scanning back through the output.

It would be nice if we first run status and only restart if it's running. Alternatively fix up the restart/stop targets to be smart about the stop attempt.

Note, that in recent ubuntu distros, the "fail" is colored red.
