Add an OTP configuration option

Bug Description

We should add a configuration option to specify the OTP generated by Landscape. This would allow us to specify that OTP in a cloud init bootstrap script, instead of using our custom user data.

This package has been in karmic-proposed for some time without verification. I removed it as karmic is end-of-life now.
