The RebootRequired plugin doesn't handle resynchronization

Bug Description

If a resynchronization happens the RebootRequired should reset its state so that it can send the correct value to the server again.

This package has been in karmic-proposed for some time without verification. I removed it as karmic is end-of-life now.
