L2TP gui makes no attmpt to connect

Bug Description
Using Ubuntu 12.04. When I set up an L2TP connection and then try to connect to it I am prompted for my passphrase. I enter it and nothing happens. There is nothing logged in syslog and no interface is created. It seems that there is no connection attempted.
When It starts at boot these lines are logged:

Same problem here. Attempt to connect - get prompted for passphrase. Enter it and nothing happens. Nothing in syslog and auth logs. Nothing in Logs section of this applet either.
