Bug Description
KubuntuNew theme: The toggle edit panel is a nice touch, but I think it would be better at the top of the page. The edit controls act almost like a toolbar which tend to be at the top of windows.

It might need to be integrated into the page more too. The controls are only for the content of the page, but when you have a global control like that, it appears to control the entire page instead of the small subsection of editable content. Maybe integrate the hidable panel near the page header/breadcrumb?
