collectd image missing for zed ubuntu jammy

Bug Description
I'm trying to upgrade from Yoga to Zed.
While pulling images, I realise collectd image for Ubuntu jammy is missing. Only Rock and Debian images for Zed release are available
**Environment**:
* OS (e.g. from /etc/os-release): Ubuntu 20.04
* Kernel (e.g. `uname -a`): 5.4.0-146-generic
* Docker version if applicable (e.g. `docker version`): 20.10.23
* Kolla-Ansible version (e.g. `git head or tag or stable branch` or pip package version if using release): 15.0
* Docker image Install type (source/binary): source
* Docker image distribution: Docker Engine - Community

there is no collectd-core package for Ubuntu - that's why the image is unbuildable.
