Bug Description

The ml2_conf.ini file was being copied into /opt/kolla/config rather then /opt/kolla/config/neutron-openvswitch-agent. The container's config-external script was attempting to copy from /opt/kolla/config/neutron-openvswitch-agent not /opt/kolla/config, so no ml2 file representing openvswitch was being properly installed.

    Copy ml2_conf.ini to correct location

    The ml2_conf.ini file which sets OpenVswitch as the mechanism driver
    was not being copied to the corect place. This patch resolves that
    problem.
