Bug Description

The guide at https://docs.openstack.org/developer/kolla-kubernetes/deployment-guide.html is followed to install Kolla.
The configmap keystone-paste.ini is missing, copy the keystone-paste.ini.j2 to /etc/kolla before "kollakube res create configmap mariadb keystone" is run, then it works
$ sudo cp kolla-kubernetes/ansible/roles/keystone/templates/keystone-paste.ini.j2 /etc/kolla/keystone/keystone-paste.ini
