Bug Description

Hi,

I used ipv6 network for octavia mangement network and using octavia_auto_configure: yes , so I only overriden network/subnet specifiacation in globals.yml and ran deploy.

Problem is that:
    - security group and it's rules are still ipv4 only.
    - no router on management network (it's required for SLAAC ipv6)
