Designate bind9 cmdline can't be changed by user

Bug Description

Hi,

In kolla-ansible there is no option how to set extra cmdline for bind9 backend. This could be very usefull while operating kolla/kolla-ansible. For example in our case we are disabling ipv6 by adding '-4' to bind9 cmdline.

I will propose a patch to fix this.
