Bug Description
Some latest RPM-based distributions, such as RHEL 9 and CentOS Stream 9, ship a recent version of systemd that sets the default open file handle limit is set to 1073741816 or about one billion.

Those distributions are EL9 clones, so RHEL9, Rocky Linux 9, CentOS Stream 9, etc.
Kolla-Ansible sets a default nofiles ulimit for those, but other containers running on the host (e.g. cephadm, custom containers from Kayobe, etc) - are not setting that limit.
