Magnetic Pads in "Top" layer is not working

Bug Description
Kicad BZR 2775 (Windows & Linux)
The "magnetic pads" are not working in "Top" layer.
I do remmember to use it correctly but now it is not working.
If I change the layer editing to "Bottom" it magnets to the "Top" layer! (and "Bottom" at same time!)
I think the "magnetic tool" is lock only for the "Bottom" layer.
Any way, in the "Top" layer it is working good with track and vias, but not with PADs.
