Bug Description

Executing the 3D viewer from pcbnew, the viewer has "File" and "Edit" menues empty.

Tested on revision 9f9e87f11f7d917460805b2d9d9e905dfdf004ed

...strange behaviour: disappeared also in my stable version, so it seems related to my machine, so may be it is only related to my own PC...

Rebooted the machine and in 5.1.2 it works correctly, in master branch I still have empty menues for the 3d viewer... (so may be I opened master verson instead 5.1.2 for the previous commit)
