Optional magnetic pads without modifying the general settings

Bug Description

When the magnetic pads are disabled, or enabled when creating tracks, it would be useful to enable them with a constraint key (Shift, Ctrl, Alt, whatever) for other tasks, like measuring distances with the caliper tool, without modifying the general settings.

This sounds useful to me too from my new-user perspective. But, I don't fully understand what magnetic tracks and pads means...

@eRCaGuy Ctrl + Shift or Alt + Shift currently don't do anything.

The Shift key forces to enable the magnetic pads temporarily when routing (if they're disabled). Maybe it could enable them for other tools (like the caliper) as well, if they're set as "Never" or "When creating tracks".

Yes, that would be nice. "Magnetic pad/track" type snapping when using other tools like Caliper, Highlight Net, Add Dimension, or similar, would be very nice!

Currently I just have to set my grid spacing to be very tiny before using these tools.
