Bug Description
keystoneclient already has a client, we just wrap it, screw that, let's not do it anymore (nova is on board with this idea too)
We are going to be working through the documentation changes, so instructing users to use keystone cli instead of keystone-manage makes this a good time

this will require updating the devstack ksl branch to use the python- keystoneclient to create the users/tenants/ roles/. ..
probably start with doing the devstack change first
