linux-hwe-edge: 4.15.0-15.16~16.04.1 -proposed tracker

No verification test for hwe-edge, as it's the same as the bionic kernel, so verification should have been done on the master kernel.

Regression testing seems to have same results as from the last version. xfstests was okay on arm64, failed for unrelated reasons on other arches. Assuming OK there.
