two leafs are configured as full mesh even though RR is role is selected

Bug Description
Build :5.0.2-339
Set up with 2 spines and 3 leafs .
3 controller nodes , 2 computes.
2 leafs in the above topology are configured as full mesh when RR is configured .
Looks like leafs roles needs to be configured after spines are configured as RR
There needs to be a check for this otherwise it will be in an inconsistent state.

When assigning roles to fabric devices, the Spine roles must be assigned before the Leaf roles.
