Bug Description

[Windows]

Docker driver fails with error: HNS: Element not found

steps to reproduce:
1. Adapter "Ethernet X" has no IP address
2. Start docker driver, specifying "Ethernet X" as adapter to use
2a. Docker Driver will try to create a root HNS network
2b. HNS will try to create a new vSwitch
2c. HNS tries with "Element not found" error, because there is no IP on the original adapter.

Wait for phys adapter if it has no IP

Wait for physical adapter if it has no IP (with timeout). If timeout is
reached, fail.
+Refactors:
* move HNS module to adapters/ subdir
* create integration_tests/ directoiry and move hns tests there.

Refactor hyperv module.

Split hyperv module into:
* core/vrouter and
* adapters/secondary/hyperv_extension.

Move driver package to core/driver.

driver_test now uses simulated hyperv vrouter.

Implement some unit tests for new vrouter module.
