Scons fails to install fabric_ansible_playbooks

Bug Description

From a fresh clone of the Contrail source, I run: 'scons -j9 --opt=debug --root=/ install'

But after few minutes, scons failed with error:

Writing fabric_ansible_playbooks-0.1.dev0/setup.cfg
Creating tar archive
removing 'fabric_ansible_playbooks-0.1.dev0' (and everything under it)
Install file: "build/debug/config/fabric-ansible/ansible-playbooks/dist/fabric_ansible_playbooks-0.1dev.tar.gz" as "/usr/bin/fabric_ansible_playbooks-0.1dev.tar.gz"
scons: *** [/usr/bin/fabric_ansible_playbooks-0.1dev.tar.gz] build/debug/config/fabric-ansible/ansible-playbooks/dist/fabric_ansible_playbooks-0.1dev.tar.gz: No such file or directory

This is not affecting CI builds and should not affect the release builds - we can probably change the milestone to 5.0.1 or even 5.1.

Assigning to myself, as fixing it is going to be a part of a larger changes to SCons scripts, that I'll work on after 5.0.0 release.
