Bug Description

From Liberty, the quota limit check execution path has changed. The resource type is no longer translated from contrail to neutron.

For instance, we get the following error message
Quota exceeded for resources: ['virtual-network'].
Neutron server returns request_ids: ['req-31a49684-771a-467d-b7b9-d2a9caa82440']

While we should get:
Quota exceeded for resources: ['network'].
Neutron server returns request_ids: ['req-0c027d82-8107-4de0-af7f-ed768e1789f3']
