Bug Description

in 2.21.x vrouter-agent stops on kernel sync error which is expected behaviour when debug is enabled in vrouter-agent.conf.
However, the same happens with debug set to 0 or false. The debug flag value is not honoured. Removing the debug statement from the vrouter-agent.conf fixes the issue.

Issue: debug value specified in config file(contrail-vrouter-agent.conf)
is not honoured properly. If debug keyword is specified in the file,
irrespective of the value, debug flags at other classes(Agent, KSyncDebug) are set.
Fix: Definition of debug program option is modified as a name/value pair
and flag is set properly by retrieving the value.
