Bug Description

The ecmp nh index for reverse flows are updated in vr_rflow_update_ecmp_index when a NH_SOURCE_MISMATCH condition occurs. This changes the reverse flow entry, but the change is never programmed to hardware.

Offload ECMP next hop index updates

vr_rflow_update_ecmp_index updates the ECMP next hop index for reverse
flows. Add offload hook such that this change reflects in hardware as
well.
