Bug Description

Contrail DHCPv6 returns only a single address to a VM. When a VM interface has multiple IPv6 addresses, multiple addresses can be sent to the VM. Multiple IA Address options can be set in one response.

Support multiple addresses for vm in dhcpv6

Currently, only one IA address option is used under IANA option
for dhcp reply messages. Hence only one address is assigned to client(vm).
Adding multiple IA address options under a IANA option as part of this.
Each IA address is calculated based on alloc-unit configured under IPAM subnet.

Hence multiple addresses can be active on a given VM interface. Considering
dhcp message sizes and requirements from field, limiting maximum addresses that
can be active on vmi to 128.
