[R2.20.43] TOR Scale: Horizon: Unable to retrive networks

Bug Description

With 24K Virtual network when ever we are trying to launch instances horizon is retuning "Unable to retrive networks ". Screenshot attached.

neutron net-list is taking 82m 39 seconds to get executed.

In turn VM instances can not be associated with any virtual networks .

Scale Profile
--------------------
System has 24K Virtual Network. Spread in 6 different project.

4 Project has 2K VN/per project
2 Project has 8K VN/ per project

Project where we are trying to launch instances has only 2K VN.

Main issue is due to the time taken to retrieve shared networks.

Shared/external network calls are slowing down Contrail UI as well.

config-perf: for shared and external net use list with filters.

Use the newly added support for list by filter so that shared nets
and router:external nets (which are based on property value) are
picked efficiently

filters['id'] is a list instead of single id

We need to iterate over it to get list of all ids.
