Bug Description
1.Had the setup as attached.
2.qfx8 was unreachable for sometime.
3.When brought up and configured qfx8, nodek9 was not listed in PRouterLinkEntry of qfx8.

Ted, looks like there's some problem detecting a router that goes down.. I rebooted a7-ex2 (and left it in boot loader) and it's UVE still shows neighbor list even after 10min or so..
