[R2.1 build 39]: Subnet being used by a port is allowed to delete from the VN

Bug Description
Steps to reproduce :
1) Create a VN with a subnet ( say vn VN1 subnet 80.1.1.0/24)
2) Create a port p1 using VN1 80.1.1.0/24
3) Delete the subnet from the VN VN1
Step 3 should throw an error as subnet is still being used by the port p1

How are you trying to delete the subnet from VN? I got this error when I tried to do it from UI or neutron:
Cannot Delete IP Block, Instance IP(s) in use
