R4.1-16 juju charms : To track this issue, need a solution to solve this problem.
contrail status reports ntp clock not getting synchronized. The local clock is synchronized as shown below ..

It's not a charms bug. Charms do not configure NTP.
nodemgr detects NTP state with cmd:
ntpq -n -c pe | grep "^*"
