Bug Description

vRouter DPDK does not work when using a Netronome NIC. The NICs are never probed by DPDK, and as such there is no connectivity to the contrail dataplane.

nfp: pf support through nsp userspace api

PF support is required for vRouter-DPDK using CoreNIC firmware on Netronome
Agilio NICs.

Link against the NFP PMD for vRouter-DPDK

vRouter-DPDK is unable to probe Netronome NICs, since the build system does not
link to the NFP PMD.
