Bug Description

At present, contrail-api doesn't send ContrailConfig UVE for all config objects. Add ContrailConfig UVE for the following config objects:
. tag
. project
. firewall-policy
. firewall-rule
address-group
service-group
global-application-policy-set
local-application-policy-set
application-policy-set
