Vcenter-as-compute: 16-04/newton: VM launch fails due to vcenter-plugin not started/configured

Version: 4.0.1.0-48-newton
Topology: 3node HA with multiple computes (multi-cluster Esxi) & Kvm

VM launch on KVM-compute works fine but when availaibility zone is Esxi vm-launch
fails.

Development Kamlesh root-caused and found vcenter-plugin issue.
