[R3.1 79] Netronome setup: Qos config not getting reflected in vrouter.

Could see qos config in UI, but not seen in compute node as well vrouter introspect

On compute node:
root@nodei7:~# qosmap --dump-fc
root@nodei7:~# qosmap --dump-qos

Issue seems specific to netronome, since testcase got passed in normal sanity in R3.1 build 79.

ns-agilio-vrouter does not support QOS,

It is also not possible for the QOS functionality to co-exits with the current ns-agilio-vrouter.

This is therefor not a bug, but a missing feature.
