Bug Description

cores for contrail-vroute are seen on 16.04.2 computes of r4.0-19 newton provisioned cluster.

Agent exits when contrail-vrouter-dpdk goes down, the core likely is during this, as dpdk is shown as inactive above.

The root cause is 1694519. nova-vif pkg get dpdk pkgs also and since there is no config / hugepages it cores which is harmless
