[3.0 32] UI: 'Auto-configured' is not found in the VN dropdown while creating service instance

Bug Description
Without any VNs configured on the node,
1. Goto Configure > Services > Service Instances
2. Click on create
3. Click on the 'Virtual Network' dropdown next to the interface type
The dropdown is blank and 'Auto Configured' which is expected to be shown is not displayed
4. Now go to Configure > Networking > Networks
5. Create a virtual network
6. Go back to Configure > Services > Service Instances
7. On clicking on create and the 'Virtual Network' dropdown next to the interface type, 'Auto Configured' appears along with the created VNs.
