schema in loop creating and deleting SVC chain

Schema goes in loop creating and deleting SVC chain in a condition, when multiple services attached to network converted to service chain..

for example :

there were two policies:
1. policy to direct traffic to in-net SI
2. policy to direct traffic to in-nat SI
attach 1 and 2 to the left and right VN

create another policy(svc-chain-serial):
single policy to direct traffic to in-net SVC, then in-nat SVC.

through GUI, Associated svc-chain-serial policy to right-vn alone and observed that schema goes into the loop deleting and creating the SVC chain.
