Bug Description

1. Create a VN with two subnets. One for IPv4 and another with IPv6
2. Try allocating fixed-ip from IPv6 subnet. We get following error.

root@csim-oblock-compute-4:/var/log/contrail# neutron port-update 4acad33e-12aa-4670-af27-cfdd72babdc7 --fixed-ips type=dict list=true subnet_id=bb079ca7-77f2-482b-b07a-6afcac534302 subnet_id=196c04b3-cd47-4fb1-b52d-690c7dd23621
No more IP addresses available on network b042c1ea-64c5-4dc2-9246-8f6ed97e01af.

Where b042c1ea-64c5-4dc2-9246-8f6ed97e01af is the UUID for virtual-network

Set instance_ip_family correctly while allocating fixed ip from ipv6 subnet

Choose the ip version information from subnet_uuid passed in instance ip create
