Provisioning of rabbitmq for service monitor

This is the prerequisite review for service monitor changes to
move from ifmap to rabbitmq. This review only sets up the
provisioning parameters. Once the provisioning changes are in the
other review will be published so that the CI works fine.

Service monitor changes for transition to rabbitmq

Service monitor implementation prior to 2.1 release relies on IFMAP
messages to receive configuration data. The plan going forward is to
use rabbitmq for receiving configuration objects. The dependency
tracker cache is populated on startup by reading directly from the
configuration database. All configuration changes after the startup
are received using AMPQ from rabbitmq messaging server.
