Bug Description
From openstack if one tries to allocate FIP ,the available networks shown are all the networks even without pool and routing external .Though i gives error later when a n/w is selected which doesn't have pool or router external -false .And same can be observed in network topology page.
The snap shot is attached and discussed with Rahul.
