Bug Description
juju scp ~/foo.txt unit:path fails with
ERROR make tar... failed: open /home/pietro/
cp ~/foo.txt ~/.local/
juju scp ~/.local/
The personal-files interface probably needs to be adjusted a bit.

So using juju from latest/beta I get a different failure genericlinux- amd64 9ae91f62de0dd69 b33c17752e
